Kevin, a builder and developer for four decades, is Chairman and Managing Principal of Leon N. Weiner & Associates, Inc. (LNWA). Kevin provides leadership, direction, and ... guidance of the company’s varied development, construction, acquisition and property management ventures and operations.
Mentored in his early career by two National Housing Hall of Fame builders, Leon Weiner and his partner Joseph Singer, Kevin was educated in every facet of the homebuilding and development business.
In addition to his business activities, Kevin has been a passionate advocate for the homebuilding industry at the local, state and national level. A Life Director of the Home Builders Association of Delaware (now Builders and Renovators Association of Delaware), he served two terms as its President and was twice named Delaware Builder of the Year.
At the national level, Kevin served as the 2014 Chairman of the Board of the National Association of Home Builders (NAHB). As Chair, he led numerous industry meetings at the White House with leadership of the Federal Reserve, the U.S. Department of Housing and Urban Development, and with senior members of both houses of Congress. Prior to being elected an officer of NAHB, Kevin served on its Executive Committee for more than a decade.
Kevin has been a speaker, moderator and panelist at numerous forums, industry panels and study groups examining issues of land use, growth, affordable housing and urban redevelopment. He served as a panelist at a White House Forum on Housing and has testified before committees and subcommittees of the U.S. Senate, the U.S. House of Representatives and the Delaware General Assembly.
Kevin has also served as a member of Fannie Mae’s Affordable Housing Advisory Council and HUD’s Housing Affordability & Transportation Review Panel. In his home state, Kevin has chaired the Delaware Business Group, served as a member on the Delaware Public Policy Institute’s Task Force on Growth; the Citizens’ Advisory Board to the Governor’s Cabinet Committee on State Planning; the Livable Delaware Committee; the Delaware Housing Policy Roundtable; and as a member of transition teams for two Delaware governors. He is currently a gubernatorial appointee to the Delaware Council on Development Finance.

Since joining LNWA in 2010, Sean has led development teams producing or preserving more than 2600 apartments in 7 states with total investment in excess of $440M. Prior to joining LNWA, Sean held roles with Hewlett-Packard Enterprise and as an early employee at a technology startup.

David also served as a board member of the National Council of State Housing Agencies (NCSHA) from 1995-1999 and was honored with its Leadership Award in 1999. David holds a Juris Doctor from the University of Maine.

Prior to joining LNWA, Debbie held a Senior Project Management position with Krapfcandoit Company for 10 years. She attended Delaware Technical and Community College for Architectural Engineering / Project Management, has been a State of Delaware Certified Construction Reviewer since 1999, and has obtained numerous hours of OSHA training and certificates. She has obtained a certification from the State of Delaware for Sediment and Stormwater Management and holds a ProBoard certification for Hazardous Materials and an EPA RRP certification.
In 2008, Ms. Finocchiaro earned the designation from the National Association of Home Builders (NAHB) as a Certified Green Professional and has served on the Home Builders Association of Delaware as a Builder Board of Director since 2010.
Debbie is Vice President and Director of Construction for LNW&A Construction Corporation, a division of LNWA. She joined the firm in 1999 as Project Manager. In 2002, she was promoted to Assistant Vice President of Construction; and in 2004 she was promoted to Vice President and Director of Construction.

Tim oversees the LNWA/Arbor Management portfolio containing 75+ unique properties and interfaces directly with state HFAs to ensure compliance with the various regulatory programs.
Prior to joining LNWA, Tim worked for a commercial real-estate company specializing in the leasing of retail space and the re-development of existing shopping centers in the Philadelphia and New Jersey areas. Tim also consulted on real-estate valuations for a tax consulting firm that assisted in the acquisition of major hotel brands.
Tim is a member of the Association for Financial Professions as well as the National Association of Home Builders. Tim holds a Bachelor’s Degree in Economics from Widener University and a Master’s Degree in Strategic Leadership in Management from Neumann University. Additionally, he holds a variety of certificates specific to residential apartments.

MaryKate joined the company in 2016 after starting her career in public accounting where she was both an auditor specializing in midsized companies as well as ... providing various levels of outsourced accounting and CFO services to a wide range of business enterprises.
She maintains primary responsibility for all aspects of the company’s Accounting, IT and Payroll functions.
MaryKate received her Bachelor of Science degree in Business Administration with a concentration in Accounting from LaSalle University. MaryKate is a Certified Public Accountant and is a member of the AICPA.
MaryKate joined the company in 2016 after starting her career in public accounting where she was both an auditor specializing in midsized companies as well as providing various levels of outsourced accounting and CFO services to a wide range of business enterprises.

Denise Neale joined LNWA Arbor Management, LLC in 2003 after a background in the hospitality industry. Denise began her career at Windsor Apartments in Wilmington, DE. ... She rose through the ranks earning awards as Property Manager of the Year and Employee of the Year. She was promoted to Regional Property Manager overseeing properties across the LNWA portfolio in Delaware and Pennsylvania. In 2012 Denise began working as the Compliance and Training Director directly managing Arbor staff in program compliance and all aspects of LIHTC acquisition rehabilitations. Denise holds numerous industry certifications including Certified Occupancy Specialist (COS) NCHM, Certified Professional of Occupancy (CPO) NAHMA, Registered Apartment Manager (RAM) NABO, Tax Credit Specialist (TCS) -NCHM and the Rural Development STAR Certification Spectrum.
Denise was promoted to the position of Vice President and Director of Property Management for Arbor Management, LLC in 2021.
Denise Neale joined LNWA/Arbor Management, LLC in 2003 after a background in the hospitality industry. Denise began her career at Windsor Apartments in Wilmington, DE. She rose through the ranks earning awards as Property Manager of the Year and Employee of the Year. She was promoted to Regional Property Manager overseeing properties across the LNWA portfolio in Delaware and Pennsylvania. In 2012 Denise began working as the Compliance and Training Director directly managing Arbor staff in program compliance and all aspects of LIHTC acquisition rehabilitations. Renewal, Kelan served as Director of the Office of Multifamily Housing at the Ohio Housing Finance Agency (OHFA), leading the agency’s Development, Compliance and Asset Management divisions and overseeing administration of the state’s low-income housing tax credit program, multifamily bond program and several gap financing programs, allocating more than $500 million in funding annually. Kelan earned a dual degree in Political Science and Economics from Kent State University and holds Masters Degrees from Ohio State University in City and Regional Planning and Public Policy and Management. He is on the Board of Directors of the Coalition on Homelessness and Housing in Ohio and is a former President of the Board of Trustees of the Columbus Landmarks Foundation.

In the atrium of the National Housing Center in Washington, D.C. there is a life-size bust of Leon N. Weiner, who served as President of the National Association of Home Builders in 1967. He’s the only NAHB leader to be so honored. But then again, there was only one Leon Weiner.
Leon N. Weiner (1920-2002) was a tireless advocate for the development of housing to serve people of all income levels. Leon’s dogged commitment to fair housing took shape the 1950’s, when he planned, developed and built the first racially integrated suburban subdivision in the Mid-Atlantic region, Dunleith. During his prodigious career, Leon also served on President Lyndon Johnson’s Kaiser Committee on Urban Housing which led to the cornerstone Housing Act of 1968. He later served as a delegate to the White House Conference on Aging and the White House Conference on Small Business, was a Director for the Federal Home Loan Bank, and President of the National Housing Conference.
Always an innovator, Leon, as chair of the NAHB Research Center, spearheaded development of a computer controlled “smart house”. The prototype could remotely control climate and lighting and was introduced at the International Builders Show in 1991, decades before the ubiquitous smart home devices we run today.
In 1979, Leon was inducted into the NAHB Housing Hall of Fame alongside James Rouse, the pioneering urban planner, and William Levitt, the “father of modern suburbia.” During that ceremony, he was recognized as “…the conscience of the housing industry in America…”
